RPC Customer Service and Dispute Resolution

The Recovery Permit Center (RPC) is committed to providing excellent customer service while facilitating a timely and transparent review process.

Organization

The RPC is a section within the Department of Community Development and Infrastructure (CDI) Permit Center.  RPC staff act on behalf of the County via contract with 4Leaf, Inc. Click here for an organizational overview.

Pre-Application Clearance Dispute Resolution

The RPC provides pre-application clearance reviews to determine onsite wastewater treatment system (OWTS), Fire Access, and Geologic requirements for rebuild proposals. Pre-application clearance determinations are made on behalf of the relevant County departments, whose executive leadership meet bi-weekly to review dispute requests.

If you would like to dispute a pre-application clearance determination, please complete the form here. Please note that a separate dispute resolution request must be filed for each geologic, septic and fire access pre-application clearance determination.

Within two business days, RPC staff will respond to your dispute resolution request with details about the next steps, and in some cases may request additional information to facilitate a thorough review. Resolution meetings to review requests occur every two weeks. Following the meeting, staff will prepare a memo summarizing the outcome of the request. That memo will be emailed to you within three business days following the dispute resolution meeting.
